摘要
本文总结剖析了深圳市保障性住房在当前发展过程中遇到的制度、资金、实体房源三大困难,并通过介绍美国城市的住房政策应对上述困难的有效经验,提出完善住房规划体系、拓宽资金渠道(如利用社区土地信托制度),以及利用包容性区划等公共政策来扩大房源保障途径等建议,以丰富国内城市的住房政策和促进保障房建设。
In this paper we summarize the three major difficulties of Shenzhen's affordable housing system,including the issues with the housing planning system,financing,house units'supply.Then we introduce the effective experiences that how American cities response to the same set of issues.To enrich our housing policies and promote affordable housing development,we propose to integrate the housing planning system,broaden the funding sources(such as by community land trust),and use public policies such as inclusionary programs to expand the supply of affordable house units.
