摘要
针对建筑工程招投标过程中工程量清单计价模式下出现的不平衡报价,通过分析投标人常用的不平衡报价策略,归纳了不平衡报价模型。在此基础上,总结了投标人常用的不平衡报价的数种类型与模式,并进一步分析了投标人不平衡报价产生的原因,为识别和防范不平衡报价,提出了简单实用的识别方法,并提出了防范不平衡报价的对策,为招标人防范不平衡报价提供了有效的措施依据。指出业主应如何防范不平衡报价。
According to disequilibrium unbalanced bid under mode of valuation with bill of quantities in Invitering and Bidding, we build up it smodel by analyzing the bid tectics; basing on the model,its sev- eral categories and modes are concluded, and further more, we analyze their common ways; in order to identify and control disequilibrium quoted price, a common way, and the countermeasures are also put forward, in orderto preventit, an effective guarantee is given.
