国外私立幼儿团准入制度发展取得较好成效，为我国建立和完善民办幼儿园准入制度提供了宝贵的经验。主要包括：法制保障、健全的管理体制、法律的低标准和质量的高认证标准、合格的师幼比及教师、保育员资格认证持证上岗等。
