摘要
到目前为止,美国已有30个州依据本州资源、市场、政策背景制定并实施了可再生能源配额制,产生效果不尽相同。为了识别配额制特点及其作用和影响,本文在概述美国配额制最新进展基础上,选取德克萨斯州、加利福尼亚州、新墨西哥州和麻萨诸塞州为例,比较其设计和运行特点,为我国设计实施配额制政策提供借鉴。
Until now, 30 states in the United States have issued their own RPS policies according to their unique features of renewable energy resource, market mechanisms, and policy background. In order to compare the impacts and effects of various RPS, this paper reviews the policy status in the US and takes the states of Texas, California, New Mexico, and Massachusetts as case studies to compare different designs and operation characteristics. This is aimed to provide the references for China to design and implement RPS policy in the future.
