摘要
当前高等教育已经面临拐点。从就业角度展开对经济转型背景下的劳动力要素资源配置分析可以看到,在产业结构及经济结构的变动注定牵动和影响就业结构变动,从而引起新的教育需求和新的教育供给的多元条件下,社会对高技能职业型人力资本的需求,是现有高等教育体系难以满足的。现代服务业的兴起,亟待高等职业院校进行制度创新,开辟新的本科层次的高等职业教育,实现从一般劳动力要素供给,向高端的知识技能型的职业劳动力要素配置转变。尽快实施国家四年制高职本科教育制度,建立新的高端化高职教育体系,应当成为提升结构性就业水平的一个可行的制度途径。
Current higher education has employment under the background of economic been faced with turning point. From the angle of transition of labor resources allocation can we see industry structure and economic structure changes are to affect and influence the changes of employment structure, thereby trigger new educational supply and demand diversification. Social occupation of highly skilled human capital demand is difficult to satisfy the existing system of higher education. Modern service industry's development is badly in need of higher occupation education system innovation, opening up new undergraduate level of higher occupation education; change from the general labor supply to high-end knowledge skilled occupation labor force allocation. We should speed up the implementation of the national four-year system higher vocational college system, the establishment of new high-end occupation education system. These should become the viable system approach of the promotion of structural employment levels.
