摘要
党政共同负责制是我国高校系级单位领导体制改革的历史选择。高职院校系级单位贯彻落实好党政共同负责制,必须正确理解把握其内涵,规范执行好党政联席会议制度,党政准确定位,发挥党群监督,提高干部个人素质。通过加强对系级单位领导干部的监督考核,实行干部轮岗制度,加强班子队伍建设,优化分工模式等进一步贯彻好这一体制,有助于构建和谐院(系)。
The co-responsibility system of the Party and the administration is an inevitable choice in the process of leadership system reform by the departmental level units of a college.To properly implement the system,the departmental level units of higher vocational colleges must properly understand its connotation,standardize the implementation of the joint conference system of the Party and the Administration,conduct accurate positioning for both the Party and the Administration,develop the supervision by both Party members and the masses,and improve the personal qualities of cadres.We should further properly implement the system to build a harmonious college（department） by strengthening the supervision and evaluation over leading cadres of departmental level units,implementing the system of cadre rotation,optimizing the work division mode and enhancing the leadership team construction.
