摘要
“工具”,泛指从事劳动、生产所使用的器具 ,后引申为用以达到某种目的的手段。信息咨询系统的工作有三个要素 :1作为服务主体的咨询专家 ;2作为原始材料积累的文献工具 ;3作为现代咨询技术核心的数据库。三者构成了信息咨询系统的资源要素 ,也是达到咨询目的的保障工具。
