摘要
著作权法第三次修改草案公布后,各方都基于自己的立场提出了不同意见和观点。总的来说,本次草案兼具了国际化与本土化,平衡了产业利益与公共利益。但在一些具体规则的设计上,由于缺乏配套规范的支撑,因此可能会损害部分权利人的利益,应在后期加以完善。
After the publication of the draft copyright law,all parties have proposed their own recommendations based on their own interests.In general,the draft copyright law can reconcile the international and domestic issues,and stimulate copyright industries without reducing the access to the public.But some specific rules may still harm the public interest because of the lack of matching system.
