摘要
在阐述了目前我国出现的卖粮难、粮价下跌、市场竞争激烈的局势后 ,介绍了对粮食形势的 4种不同判断 ,评析了解决粮食问题的 4种策略。依据国情和粮情 ,指出我国粮食形势存在的 5个不会变 ,看待粮食问题必须坚持 5个分开。并以此为据 ,判断了粮食形势 ,辨识了各种解决粮食问题之策 ,提出了转化、保护、提高 3项粮食发展对策。
The predicament about the problems of grain selling,the drop of grain price and the acute competition in China was clarified first.Then, four different opinions on food problems were indroduced.At the same time,four tactics of solving the food problems were analyzed.Then,according to national and food situations,five fixed factors existing in the food system,five seperations in solving the food problems that should be sticked to were pointed out.Based on the above,the food situation was judged,the tactics of solving food problems were differentiated,and three measures for food development,i.e.to transform,to protect,and to improve grain production were suggested.
