摘要
树木、苗木补偿的确定是征地拆迁工作中一个重要内容。为了给拆迁工作中的树木、苗木补偿提供理论依据,对北京市征地拆迁树木、苗木补偿工作中存在的问题进行分析,提出了有效解决对策及建议,主要包括:转变村民传统观念、充分发挥政府职能、建立完善的联动执法机制、建立公开公正的操作机制等等。初步建立了一套适于北京市树木、苗木补偿的科学评估体系,有益于解决争议、保护被拆迁人利益,促进工程推进,最大限度地促进社会公平与和谐发展。
The compensation of trees and saplings is an important part of land expropriation. Some problems existing in the compensation of trees and saplings in the land expropriation of Beijing were analyzed. The corresponding countermeasures were presented and discussed. They include transforming the traditional concept of villagers, fully exerting government functions, establishing complete law enforcing mechanism, and establishing fair and open operation mechanism.
