摘要
针对特色数字资源建设,从其理论研究、建设实例、发展动向几个方面对国内的部分研究成果进行归类、分析,并基于当前特色数字资源所存在的普遍建设、质量参差不齐、局部使用(限制性使用)等问题与后续发展上的障碍,提出以审批制度、省级控制、法制保障三种方式来保证特色数字资源建设和利用。
This paper classifies and analyzes the researches on the construction of characteristic digital resources in the aspects of theoretical research, construction examples and development trends. In view of the problems such as universal construction, uneven quality, partial （restricted） use and barriers to follow-up development, it proposes three ways of approval system, provincial control and legal protection to ensure the construction and use of characteristic digital resources.
