The external environment of public hospitals＇ corporate governance innovation is analyzed from three as- pects, including market environment, finance and payment system and government oversight. The push power comes from the demand, the objective of reform, and the development of medical service market;the resistance comes from the market status of public hospitals, the deficiency of high quality resources, and the incomplete management system.
