摘要
目的:研究新医改政策背景下小康型乡镇卫生院人力资源配置标准。方法:采用德尔菲专家咨询法,对来自全国的18名专家进行两轮专家咨询,获取乡镇卫生院人力资源配置标准。结果:专家从事相关专业工作的平均年限为23.28±10.41年,两轮咨询专家的积极系数均为100%,协调系数分别为0.833和0.884(P<0.001),可认为专家意见趋于一致,咨询已经满足预测的要求;建议小康型卫生院人员总数按每万服务人口配25.4人,卫技人员中具有中高级职称的应达44%,大专及以上学历应达88%。结论:配置标准符合新医改背景下小康型乡镇卫生院功能定位要求,为经济发达地区基层卫生队伍建设提出了新目标。
Objective To explore the standard of health manpower allocation for the well-off township hospitals in line with the direction of the new medical reform.Methods A two-round Delphi consultation was used to get the standards among 18 experts.Results The experts'average length of service in related fields was 23.28±10.41 years.The positivity coefficients of the two-round experts were 100%.Kendall's coefficients of the two-round consultation were 0.833 and 0.884(p0.001) and opinions among experts became consistent and the consultation had achieved the need of forecast.The experts suggested the standard allocation of human resources in each well-off township hospital be 25.4 per 10,000 resident population,and health technicians with senior professional titles be 44% and more,and tertiary and higher education be 88% and more.Conclusion The standard allocation of human resources can meet the requirements of new function orientation,and proposes new targets of primary health teams for economically developed areas.
