摘要
新农村建设的主体是广大村民,而农村土地则是广大村民的立足之本,如何通过土地流转盘活有限的土地资源,提高土地资源的利用效率和效益,进而发展农村经济、改善广大村民的生产条件和生活水平,是新农村建设中的重点课题。本文首先剖析了土地流转对新农村建设的推动作用,随后分析了土地流转过程中存在的问题,最后提出了加快土地流转促进新农村建设的相应对策。
The subject of new countryside building is the broad masses of the villagers, while the rural land is the foundation for them. How to effi- ciently use the available land by land transfer so as to enhance efficiency and benefits of land use ,then develop the rural economy and improve conditions for agricultural production and the standard of living,is the focus of the new rural construction project. The paper pointed the pushing effect of land transfer on promoting new countryside construction at first, then analyzed the problems during the process of land transfer, and pro- posed the corresponding countermeasures to accelerate the speed of land transfer to promote construction of new countryside in the final.
