摘要
应当客观、全面、辩证地评价医院的十年改革,不能把改革中的某些失误完全归罪于经济管理。总的说来,医疗质量在不断地提高,“医德滑坡”在于监督不够。在新形势下,应继续加强经济管理,这与重视质量管理、树立质量第一的意识是不矛盾的,二者相辅相承、相互完善、缺一不可。
The hospital reform over the past decade should be evaluated in an objective,
overall and dialectical way. The quality of medical services in general has been conti-
nuously enhanced, while 'lowered standards of medical morality and work style 'was due
mainly to imperfect supervision mechanism. Faults occurring during the reform can not
be attributed indiscriminately to economic management, which should be further str-
engthened under the new situation. There is no contradiction between strengthening
economic management on the one hand, and paying close attention to quality control,
upholding the policy of 'quality first' on the other. Moreover, the two complement and
promote each other; neither of them can be dispensed with.
