摘要
依赖政府和市场,公共事务治理始终难以摆脱"公地悲剧"和"集体行动逻辑"的困扰。作为政府治理、参与治理之外的"第三种治理形式",自主治理为公共图书馆提供了一种弥补"政府失败"、"市场失灵"的理论选择。实现公共图书馆自主治理的外在条件是:国家公共事务管理体制转轨,出台规范、鼓励民间组织发展的基本法律制度,公民社会健康发展。实现公共图书馆自主治理的内在条件是:尊重制度变迁的历史逻辑,积累自治的社会资本,挖掘行业自主治理秩序的力量。
Self- governance, as the third torm make up the ＂government failure＂ and ＂market oi governance, otters a choice for pUDIlC libraries to failure＂. External conditions of achieving self - gov- ernance for public libraries are： the transition of national public affairs management system, the in- troduction of norms, the basic legal system to encourage the development of civil society organiza- tions and the healthy development of civil society. The internal conditions of autonomous manage- ment for public libraries are ： the respect for the historical logic of institutional change, the accumu- lation of social capital of autonomous and the power of industry self - governance order.
