摘要
分洪是政府的公用征调行为，其目的在于紧急避险，公司征调则是实现紧急避险的必要方法。政府向受损人赔偿的数额应取决于因分洪或转移财产而造成的实际损失。
Flood distribution is an act of governmental acquisition for public use, which aims at the rescue. This acquisition for public use is an important method of realizing the act of rescue. The government should make a compensation for the aggrieved party and the sum of the compensation should be that of the actual damage caused by property delivery or flood distribution.
