摘要
由于社会保障水平长期偏低、社会保障制度不健全和发展不平衡等原因,使得我国社会保障制度对收入分配存在一定程度的逆向调节。这种逆向调节主要体现在农村和城镇两个方面,在城镇表现得更加明显。政府应采取一系列措施,如扩大社会保障覆盖面、加大社会保障投入力度、调整社会保障资金的筹资模式和社会保障支出重点等,以改变社会保障对收入分配的逆向调节现状,逐步缩小收入分配差距,促进社会和谐发展。
Long-term low level of social security,lack of sound social security system and unbalanced development and others have caused certain degree of reverse adjustment to income distribution in our social security system, which are reflected in two aspects.The government should take a series of measures such as expanding social security and increasing the coverage of social security investment,adjusting the social security funds financing mode and tilting social security spending to the low-income people,etc.,in order to change the social security on the reverse adjustment of income distribution,gradually to narrow the income distribution gap,promote social harmony and development.
