摘要 一场实质性的教育改革,包括社会文化价值、教育体制机制的整体性转型,即教育范式的转变。它是以理论创新、文化更新为先导的。为此,需要深入的社会动员和广泛的公众参与,凝聚改革共识,探索知识经济和网络时代知识生产和社会创新的新特征,重视自下而上、在基层发生的"静悄悄的革命"。我国当前的教育改革,需要进一步落实和放大"自上而下与自下而上相结合"的新机制,通过改善政府治理,简政放权,激励地方和基层创新,培育学习型个人和学习型组织,形成上下结合、多方合力的新局面,推动教育范式的整体改变。 A substantial education reiorm should include the overall transformation of social and cultural values, as well as the education system, that is, the transformation of education paradigm. It is guided by theoretical innovation and cultural renewal. For this, there is a need for social motivation and widespread public participation. In this way consensus concerning reforms can be reached for the exploration of knowledge economy and new features of knowledge production and social renovation, emphasizing "silent revolutions" carried out at grass-roots level. Our current education reform needs to further implement and enhance the new mechanism of the combination of "top down and bottom up", through improvement of governance, simplification of the delegation of power, stimulation of local and grass-roots level innovation, as well as training learning individuals and organizations. In this manner, progresses can be made to push forward the overall transformation of education paradigm.
