摘要
农村饮水安全系统与当地自然、经济和社会等密切相关,是典型的复杂系统,系统中某子系统(要素)不符合饮水安全要求,从而导致整个复杂系统的崩溃。根据系统脆性理论,分析农村饮水安全系统的脆性,辨析出饮水系统崩溃的脆性源。以河北省为例,建立农村饮水系统脆性层次结构,采用模糊层次分析法(FAHP)计算主要因素的权重,得到河北省饮水安全系统崩溃的脆性源为氟超标、水量不足、苦咸水超标和地下水污染。研究表明从系统脆性角度评析区域农村饮水安全是可行的,研究成果为保障农村饮水系统安全提供控制策略。
Rural drinking water safety system is a typically complicated system which is closely associated with the local environment, economy and society. The whole complicated system will collapse if a certain subsystem of the parent system does not meet the re- quirements of drinking water safety. According to the system brittleness theory, the brittleness of rural drinking water safety system is analyzed and the brittle source for the breakdown of the drinking water system is distinguished. This paper, taking Hebei Province as an object of study, constructs the brittle hierarchical structure of local rural drinking water system and calculates the weight of the main factors with Fuzzy Analytic Hierarchy Process (FAHP). Finally this study draws a conclusion that it is the excess fluorine, water insufficient, excess brackish water and the groundwater pollution that are the brittle source of the collapse of the drinking wa- ter safety system in Hebei Province. Analysing the regional rural drinking water safety from the standpoint of system brittleness is feasible. The results of this research will provide control strategy for guaranteeing the rural drinking water safety system.
