摘要
应急管理面临着灾害和突发事件日益复杂化、网络化的挑战。为了在应急响应和处置中做出及时、科学的决策,必须在多个层面整合应急信息资源,借助电子政务平台,创新应急信息管理,建立起基于信息协同的应急管理模式。本文从应急管理信息处理流程分析入手,剖析了当前应急信息管理模式的缺陷,针对应急信息管理中信息协同困难的原因提出了应急信息协同机制模型,并且探讨了电子政务环境下应急信息协同机制的运行。
With more and more complicated and connected disasters and emergencies challenging the emergency management, to make timely and scientific decision, it＊s necessary to integrate emergency information resources from various levels of government and to introduce reform and innovation for emergency information management by building up emergency management mode based on information synergism on the e-government platform. This paper analyzes the processing flow of emergency information management, proposes a model of emergency information synergy mechanism according to difficulties of information synergism, and discusses implementations of the proposed mechanism in the context of e-grovernment
