Over six decades ago, when the People’s Republic of China had just been founded, it followed the economic model of the Soviet Union, featuring public ownership with no space for private enterprise to develop. This meant that if you were employed, then you were employed in a state-owned or collectively owned enterprise that took responsibility for everything in the life of their employees from housing and medical care to pensions.

However, this meant the rural resi- dents, which made up the majority of the Chinese population, and unemployed urban residents were excluded from the social security system.
