摘要
从进展、组织管理、性能、预期效益、资源条件5个方面建立了武器装备项目中评估指标体系。针对混合型评估指标具有不确定性和模糊性的问题,建立了基于模糊理论的武器装备项目中评估模型。该模型采用模糊子集来表示指标价值,以实现混合型指标的一致化,并应用模糊层次分析及模糊综合评判方法实现权重分析和综合评估,最后提出了基于模糊C-均值聚类的评判结果处理方法,克服了最大隶属度法信息丢失和加权平均法信息湮没的缺陷。算例结果验证了该评估指标体系及评估模型的有效性与实用性。
Weapon equipment project interim evaluation index system is established from five aspects: progression,organization management,prospective benefit and resource.Aim at hybrid indexes,the evaluation model is established by fuzzy theory.In this model,the index value is expressed and the indexes consistency is satisfied by fuzzy set;the indexes weight and comprehensive evaluation is achieved by Fuzzy AHP and Fuzzy Comprehensive Evaluation;Fuzzy c-means clustering algorithm is proposed,which avoid disadvantage of information loss in the maximum membership degree method and information annihilation in weighted average method.The effectiveness and practicability of evaluation index system and model is verified by the result of an example.
