摘要
编制海洋经济统计指标体系,是科学全面地反映海洋经济运行状况、服务海洋经济管理及决策的重要基础性工作。通过对海洋经济的概念和范畴的探讨,提出了海洋经济统计指标体系的编制原则、基本思路和指标框架,并对统计指标的资料来源、缺口进行了较为深入的分析。同时,针对现行海洋经济统计状况,建议海洋经济统计指标体系采取分步实施、分步建设的策略,并围绕着改进海洋经济统计工作,提出逐步扩大海洋经济统计信息网、加强新兴海洋产业统计方法的深入研究、建立与行业协会的联络和沟通机制等相关建议。
It is an important task to frame the marine economy statistical index system, which reflects the status of national marine economy and supports marine economy management and police-making. The paper refers to the concept and category of marine economy, the principle, key ideas and framework of marine economy statistical index system. It also analyzes the data source of statistical index, and main deficiency of marine economy statistics. The suggestions are put forward on the implementation and construction of the marine economy statistical index system step by step, widening network of marine economy statistics, researching on the statistical methods for emerging marine industries, and establishing the communication mechanism with trade associations.
