摘要
德国《图书馆和信息职业伦理基本原则》(简称《伦理基本原则》)颁布于2007年,相对于世界各国的图书馆伦理规范,颁布较晚,并且颁布后遭受了图书馆界的冷遇。一方面是因为其制订过程仓促,另一方面是因为其内容设置缺乏指导意义。因此,《伦理基本原则》要想摆脱成为一纸空文的尴尬局面,就必须从制订程序和内容设置方面进行调整和完善。
Comparing with library ethical norms in various countries of the world, ＂The Cardinal Principles of the Professional Ethics in the Library and information＂ in Germany was promulgated very later in 2007. However, librarians in Germany don＇t take these principles seriously. That is because these principles are established hurriedly, and the content setting of these principles is lack of guiding significance. Therefore, in order to keep away from being emptied of all meaning, ＂The Cardinal Principles of the Professional Ethics in the Library and information＂ should undergo the transformation and improvement both in the procedure of establishment and content setting.
