摘要
强调义务是各国促进青年就业的共同特征。由于我国促进毕业生就业政策逻辑起点差异和就业市场的客观制约,使得在促进就业政策中存在毕业生义务缺失现象,不利于促进就业政策综合效应的实现和毕业生就业市场的发展,也不利于毕业生养成良好的责任意识和行为。要进一步转变观念,完善毕业生就业政策议程,提升毕业生的主体地位,创造履行义务的现实条件,推动毕业生对促进就业义务的自觉承担。
Emphasis on obligations is the common characteristic of policies adopted by different countries to increase the employment of young people. Due to the restriction of job market and logical starting point differences, the policies adopted lack the stipulations about the obligations of the graduates; this will not help realize the comprehensive effect of employment policies as well as develop employment market for graduates. The author suggests that it is necessary to change the mindset, improve employment policy agenda, promote graduates＇ dominant position, create conditions for obligation fulfillment, encourage graduates to take responsibilities to increase employment.
