摘要
通过对广州市番禺区在"水安全、水环境、水景观、水文化、水经济、水管理"等方面现存的问题进行剖析,明确了番禺区解决水问题的切入点和方向。结合番禺区委、区政府所制定的河涌综合整治计划和实际开展的综合治水工作情况,对番禺区综合治水工作存在的问题进行深入分析,基于健康水循环理念,从规划、政策、组织、协调、执行、建设与管理等各个层面,提出了推进番禺区综合治水的新策略与建议,以期为番禺区综合治水工作中的政府决策、政策制定提供帮助。
The existing problems in aspects of water safety, water environment, water landscapes, water culture, water economy and water management in Panyu district were analyzed, and the break- through point and direction in solving water problems were defined. Combining with the comprehensive river and watercourse improvement plan made by the Panyu district government and the actually imple- mented water control situation, the existing problems of water control work was analyzed in depth. Based on the concept of healthy water circulation, from aspects of planning, policy, organization, coordination, implementation, construction and management, new strategy and suggestions on promoting comprehensive water control were offered, to help the Panyu district government to establish strategies in the comprehensive water control work.
