摘要
通过分析市场经济体制下服务业及其用地的新特征,提出服务业用地分类应该遵循的原则,并以这些原则为依据对《城市用地分类与规划建设用地标准(GB50137-2011)》(以下简称新《标准》)中的服务业用地分类进行评析。认为新《标准》区分了服务业的性质、考虑了服务业的外部性、增强了用地分类的弹性、考虑了新兴服务业的用地需求,但是对兼具公益性和市场性的服务业用地划分过细,对居住小区级及以下的服务业用地划分刚性不足,回避了服务业用地的混合问题。针对这些不足,文章提出了改进建议。
By analyzing the new features of service industry and its land use under the market economy system, the author develops some principles to classify the land use for service industry and based on these principles analyses the code for classification of urban land use and planning standards of development land (GB50137-2011) ( 'the New Standard' ).The results show that the New Standard has corresponded with some principles ,such as considered the difference between non-profit service and profit service, considered the externalities of service industry and the requirements of new service industries, enhance the flexibility of the classification system. However, the New Standard has some shortcuts in classifying half-nonprofit service industrial land and service land below community-level. For those problems, the paper provides some suggestions.
