摘要
针对地方政府科技投融资平台风险特点,采用风险清单法进行风险因素识别,构建出包括战略风险、运营风险、市场风险、财务风险、法律风险5个一级风险指标与18个二级风险指标的地方政府科技投融资平台风险指标体系;运用模糊数学方法构建风险模糊综合评价模型,以湖北省地方政府科投融资平台为实证,找出制约地方政府科技投融资平台运行的关键因素,得出评价结论。
According to the risk characteristics of the local government technology investment and financing platform, the paper uses the list of risks to identify the risk factors. The list of risks to identify the five first--level risk indicators and 18 second--level risk indicators, including strategic risk, operational risk, market risk, financial risk and legal risk. It uses fuzzy mathematical methods, constructs the fuzzy comprehensive evaluation model of the local government technology in- vestment financing platform. With Hubei Province local government technology financing platform as the research object, evaluation of the conclusions drawn, it finds out the influence and restriction of local government technology financing plat- form operation key factors.
