摘要
目前,我国中西部地区的4个地级市图书馆在"国家公共文化服务体系示范项目"上已经有了可以展示的建设成果和实施经验。比较4个示范项目不难发现它们的共同点:政府主导,强势推进示范项目;集中管理,使服务均等化。每个示范项目所取得的成效与该项目所在地的地域特点、经济环境与社会环境不无关系。取得这些成效又与项目实施单位的创新有内在联系。然而,由于现行体制、行业状况、社会环境等原因,目前项目的推进仍存在一些具有普遍性的问题,如持续性问题、人员流动性问题、服务品质问题等。
At present, four prefecture-level city libraries of central and western regions in China already could show construction achievements and the implementation experience in the ＂National Public Cultural Service System Demonstration Project ＂. Through comparing four demonstration projects, we could easily find that they have in common as followings-government leading, and promote demonstration projects mighty;, centralized management, and made services equalization.The effectiveness of each demonstration project has some relations with geographical features, the economic environment and the social environment of the location of the project. And obtaining these results have intrinsically linked to the innovation of the project implementation unit. Due to the current system, industry conditions and social environment, there are still some universal problems in project promotion, such as persistent problems, staff mobility problems, service quality problems, and so on.
