摘要
公共设施选址需要权衡公平性和效益性,免费设施需要覆盖所有的需求点,而收费设施则以效用最大化为目标。引入Huff重力模型,在最大覆盖选址模型基础上考虑了收费设施的效用最大化,建立预算约束下考虑消费水平的公共设施选址与设计模型,根据该问题的特点,使用遗传算法进行求解。以武汉市某区为例对模型进行了案例研究,分析了预算约束、需求变化及消费水平变化对最优解的影响。
Public facility location must weigh fairness and effectiveness,which means free facilities should cover all the demanding sites,while charged facilities aim at maximizing profits.Huff-model was employed to maximize the effectiveness of charged facilities on the basis of maximal coverage location model.Consumption-based public facility location and design model were established under budget constraint.It can be solved by genetic algorithm.And a district in Wuhan was selected as a case to illustrate the model and the influences of budget constraint,demand and consumption changes on the optimal solution were further discussed.
