摘要
随着科技的飞速发展,新媒体越来越受到人们的关注。新媒体的交互性与即时性、海量性与共享性、个性化与社群化等特征加上公民政治参与意识的觉醒、民主法治理念的深入等都在倒逼政府实现角色转换。政府在社会舆情引导中的角色,应从集权管理型转为服务型,从舆论控制型走向合作对话型,从被动应对型转为主动发布型,从封闭型走向透明型,从过程管理型走向素养培育型。
With the rapid development of science and technology, the new media have drawn more and more at- tention from the public. The superiority of the new media, the enhancement of the public' s awareness of political par- ticipation, and the popularization of the people' s idea of democracy and ruling by law are compelling the government to make changes in administration. In response to the new situation, the government functions and administrative ways should change from management to service, from public opinion control to cooperation and dialogue, from making pas- sive reply to initiatively issuing information, from close operation to transparent operation, and from process manage- ment to accomplishment cultivation.
