基于资源整合、优化和共享的应急技术资源管理模式研究——以分析测试技术资源为例 被引量:7

摘要 我国应急资源特别是专业技术资源的储备不足,且分散无序,导致高的管理成本和低的资源效率。本研究以一类专业技术资源——分析测试资源为例,基于资源整合、优化和信息共享,建立了以"人"、"物"和"知识能力"3个要素为核心的应急分析测试资源管理体系。已展开了资源信息的采集、标准化、数字化和网络化,并实现网络共享。初步构建的应急分析测试资源体系的资源规模达1.5万项,已为包括南方雨雪冰冻灾害和汶川特大地震等在内的一些突发灾难应急处置提供了及时的信息和人员支持。应用实践表明,该资源管理模式在应急决策的知识支持和技术资源的紧急调用中的作用最为突出。本研究将为我国应急专业技术资源的管理提供理论参考和应用示范。 In our country the emergency resources, especially professional and technical resources are insufficient, scattered and disorderly. It leads to high administrative costs and low efficiency of resources. In this study, taking a class of professional and technical resource - analysis & testing resource for the example, an emergency resource management system based on the conformity, optimization and sharing of resources has been established. The system is composed of three key elements, "people", "objects" and "knowledge capacity ". In the study, the information of emergency analysis & testing resources in China has been collected, standardized, digitized and networked and can be shared by internet. Now the emergency analysis & testing resource management system has owned about 15,000 items of resources in- formation and has provided timely information and experts support for some sudden emergencies including the freezing rain and snow disaster in South China, Wenchuan earthquake, etc. The primary operation shows that the resource man- agement system has two important functions in emergency, the knowledge support for decision - making and the timely assignment of the technical resources. This study will provide a theoretical reference and demonstration for our emergency resources management.
