摘要
运用计量经济模型实证研究了中国能源强度的影响因素。研究表明,增加第三产业比重和提高能源价格能够降低能源强度。然后依据能源效率的定义,运用系统聚类方法对中国各地区能源效率进行分类,并对2010年中国能源效率的区域分布与2005年作了比较,研究表明30个参与比较的地区中仅有刚过半数的地区能源效率所属类别没有后退,基于此,提出国家应增加节能减排考核的辅助手段以及各地区应采用差异的节能措施等建议,对于中央和各地方政府制定节能减排政策具有一定的借鉴意义。
The paper studies the factors of China's energy intensity using econometric model, the conclusions of the research show that the tertiary industry proportion and energy prices raising can decrease energy intensity. Then the paper categories energy efficiency by every region in China using system clustering method based on the definition of energy efficiency, and compares 2010's regional distribution of China's energy efficiency with 2005's, the conclusions of the research show that only just over half regions' categories of energy efficiency do not retreat in 30 regions involving in the comparison. Based on this, the paper proposes that the nation should increase an adjunct of energy saving and emission reducing and the regions should use different energy-saving measures, and so on, it is meaningful for central and every local government to constitute policy of energy saving and emission reducing.
