摘要
宁南县城后山有8条泥石流沟。其中3条一旦暴发泥石流,就直接威胁着县城的安全。为使县城免遭泥石流为患,1985—1989年县上在有关科研单位参与和支持下,对后山泥石流采取了工程措施、生物措施和预警、管理措施,加以综合治理。治理工程取得的防灾效益、水保效益与经济效益明显。
Ningnan County is one of the typical regions of the rainstorm debris flow. Ningnan County Town is located on the group of debris flow accumulated fans.In the Houshan area of Ningnan County Town,the relief is steep and precipitous,the litho-logic character is weak,the stratum is broken,the fissures are developed,the loose solid material are abundant,and in the rainy season,the rainfall is mainly rainstorm and the intensity is high. As a result,the rainstorm debris flow occur frequently and endanger the Ningnan County Town.There are a number of debris flow gullies in the Houshan area. In the Yinyang Gully and Yangquan Gully there are major projects of prevention and control debris flow,combining the planting measures and the engineering measures. The planting measures are:to close hillsides to facilitate afforestation in the water source area at the upper reaches;to plant grass,bush and trees and carry out a series of farming measures for water and soil conservation,such as terracing of the slope land and interplanting of trees and crops in the debris flow farmation area at the middle reaches. The engineering measures are: to build check dams and debris dams to stabilize the slope and protect the banks in order to reduce the frequence and scale of debris flow; to build discharge canals in the draining reaches and accumulated area of the Yinyang Gully and Yangquan Gully in order to protect the farmland,houses,factories and roads along gully banks.The project started building in 1986 and completed in 1989. The total investment is 129×10~4 yuan. The project consists of 8 check dams, 3 debris dams and 2 discharge canals; the afforestation area is 1. 4km2. It protects the town and the suburbs from debris flow disasters. The insarance ratio is 0. 7 % and is the lowest in Sichuan Province.
