摘要 本文从国家创新系统角度,以国家利益为主导,通过收集2008—2010年28个省市的面板数据,建立集中决策环境下两阶段DEA效率评价模型,分别计算出整个创新系统的效率和子系统效率,并对整个创新系统进行效率评价。研究结果表明,从整个国家创新系统来看,区域经济发展不均衡造成各省市技术效率和微观经济效率不平衡,从而导致整个宏观科技政策实施绩效水平不高。最后,根据各阶段子系统特点,建立效率矩阵模型,明确各省市科技政策"未消化"的阶段,为下一步改进提供依据和建议。 From the perspective of national innovation system, leaded by national interests, we collected panel data from 2008 to 2010 of 28 provinces and municipalities, established a two stage DEA efficiency evaluation model in centralized decision environment, separately calculated the entire innovation system efficiency and the efficiency of each subsystem, and then evaluated the innovation system efficiency. The results of the study showed that the unbalanced development of regional economy causes technical efficiency and microeconomic efficiency of all provinces and municipalities unbalanced, and leads to that the performance level of macroscopic science and technology policy is not high. Finally, according to the characteristics of each stage subsystem, we established efficiency matrix model, ascertain " undigested" science and technology policy stage of each province and municipality and provided the basis and suggestions for the future.
