摘要
当前我国高速铁路正处在发展的重要关口,做好高速铁路应急工作,确保我国高速铁路事业科学、安全、可持续发展已成为一项重大和紧迫的任务。文章从经济社会发展的角度,综合分析了现阶段高速铁路应急工作存在的主要问题,并针对我国高速铁路特点,提出了加强高速铁路应急能力建设的具体方法。同时,着眼社会公共安全面临的新形势,较为全面、系统地提出了加强高速铁路应急管理的工作重点和实施措施,对于加快提升高速铁路应急管理水平,具有较好的指导作用。
At present, the high-speed railway is in an important development stage in China. It becomes an important and urgent task to strengthen the emergency management and ensure the scientific, safe and sustainable development of high-speed railway. In this paper, a comprehensive analysis is made on the main problems in the emergency management of high-speed railway at this stage from economic and social development and according to high-speed railways fea- tures, a specific method is put forward for strengthening the emergency response capability of the high-speed railway. At the same time, focusing on the new situations which the social public security is faced with, the main job key point and measure are proposed comprehensively and systematically for strengthening the emergency management of the high-speed railway, which will provide a guide for upgrading the emergency management level of high-speed railway.
