摘要
在"供给面+需求面+环境面"的政策工具分类的基础上,结合产业链、创新链、价值链三个政策作用维度,构建战略性新兴产业培育的政策路线图分析框架。基于该框架,以广东省LED产业为例,描绘战略性新兴产业培育的政策路线图,并对未来广东LED产业培育提出政策建议。
The development of emerging strategic industry needs policy support from the government. This paper classifies policy instruments into supply side, demand side, and environmental side and analyzes policy supporting points from the dimensions of industrial chain, innovation chain, and value chain. On this basis, this paper proposes a framework of policy roadmap for developing emerging strategic industry. It finally uses Light Emitting Diode （LED） industry in Guangdong as a case study to draw the policy roadmap and makes policy recommendations.
