摘要
我国能源资源和地区经济发展呈逆向分布,建设特高压电网实现电能的大规模和远距离输送成为我国解决能源分布不均衡格局的必然选择。特高压电网在实现我国电力资源更大范围配置的同时,也增大了电力系统的规模,使电力系统面临更多的风险。深入分析了特高压电网运行中的风险因素,详细阐述了各类风险因素产生的原因以及对电网安全稳定性的影响。根据特高压电网的特点,提出了特高压电网风险评估流程,同时提出了评估流程分解与简化的方法。最后提出了特高压电网应对各类风险的对策。
China's energy resources are distributed reversely to the regional economic development. I~: is an inevitable choice for China to build an ultra high voltage (UHV) power grid to achieve the large-scale and long-distance transportation of electricity. UHV power grid achieves a greater range of configuration of power resources, meanwhile, it increases the size of the power system and thus makes the power system take more risks. This paper analyzes the risk factors of the UHV grid operation in depth and elaborates the causes of risk factors as well as its impacts on the stabiliiy and security of the grid. A risk assessment framework of the UHV grid is presented according to the characteristics of the UHV grid. The way of decomposing and simplifying the risk assessment procedure is then proposed. Finally, the countermeasures to deal with all kinds of risks of the UHV grid are outlined.
