摘要
提出了确定建设目标需要考虑的主要原则和理念。根据国内外电网技术发展的趋势,论述了"智能变电站"是SAS技术发展的高级阶段和进一步发展的目标。"智能变电站"需要立足于一次和二次设备都实现智能化,必须在SAS已实现的功能的基础上有质的飞跃和扩展。对目前关于"智能变电站"建设过程中流传的一些模糊认识进行澄清。指出建设"智能变电站"有许多复杂的关键技术尚待解决,要充分重视分布式电源接入电网的相关技术的研究、要注意电力信息的科学管理和存储的安全策略等问题,是一项综合性、多学科的系统工程,需要制定长期发展的建设目标和规划。
The main principle and idea of determining a development goal is proposed. Based on the development tendency of power network at home and abroad, the concept of "Smart Substation" is considered as the higher stage and further objective of technological development of SAS. The key point for "Smart Substation" lies in "intelligence", i.e., to intelligentize different kinds of equipments in the substation. It should be a qualitative leap based on the realized functions of SAS. In smart substation, more attention should be paid on the technologies of switching on the distributed generation and realizing two-way interaction. The safety strategy of information management and storage is specially noticed. Many complicated key technologies need to be studied. Anyway, "Smart Substation" is a comprehensive system engineering. It is necessary to set a long term construction goal and planning.
