摘要
区域划分是政府在制订区域交通政策时首要面临的问题,本文提出交通视角下双层区域划分模型的理论方法与思路,着眼于经济、社会和交通发展水平、区域研究和政策制定的可操作性等方面,合理选取并建立反映区域经济、交通、城市化等多因素的指标体系,进行模糊聚类分析,在此基础上选用基于交通联系的地区间可达性指标进行分析,对区域划分方案展开探讨,并系统梳理各区域经济交通特征,为区域交通政策制订提供参考.
Regional division is the most important problem when the government formulates regional transportation policies.This paper offers the methods and ideas of bi-level regional division model based on perspective on transportation.Focus on economic,social and transport development level,regional research and operability of policy formulating,etc,we select and establish a reasonable index system that reflects the regional economy,transportation,urbanization and other factors,and use fuzzy clustering analysis to classify.On the basis of above,the paper selects regional accessibility as index for analysis.Then it researches the regional division plan,and analyzes characteristics of the economic and transportation,which provides references for regional transportation policy formulating.
