摘要
大学需要自治,但是作为组织首领的大学校长却不采取行动争取更多的自治权,这种知行不一的矛盾现象即大学自治悖论。解释这种广泛存在的悖论具有重要的理论和现实意义。权力制约、资源依赖和公共选择机制是大学自治悖论存在的重要成因和现实逻辑。中国不是缺乏具备教育家素质的人才,而是缺乏有利于教育家生存的制度架构和制度环境,优化制度环境是高等教育发展的重要抉择。
Universities need autonomy, but university presidents, as organizational leaders, take no action to fight for more autonomy. This is the university autonomy paradox. Explaining this wide- spread paradox has significant theoretical and practical implications. The practice logic of the paradox lies in several important factors, power constraints, resource dependence, and public choice. China does not lack highly qualified educators; what is lacking is the institutional structure and environment beneficial to the development of the educators. It is important to the development of higher education that we transform the way resources are allocated, and the relationship between power constraints and the policy-making system.
