摘要
共享是实现科技信息资源合理配置、提高资源利用效率的有效途径。本文基于资源共享的基本内涵,进一步从经济学和系统科学的视角,总结了限制科技信息资源共享的约束条件。重点剖析了共享成本的构成及其产生的约束,包括单个参与主体的成本约束和系统性约束。提出了科技信息资源共享的双向寻优模型和针对共享约束的调控对策,倡导主动共享和有限共享相结合,从而实现适度共享,以期最大程度地提高科技信息资源的利用效率。
Sharing is the effective way to realize rational allo- cation of scientific & technical information resources (STIRs) and to improve the efficiency of resource use. Based on the basic connotation of resource sharing, fur- ther from the perspective of economics and systems sci- ence, some constraints of STIRs sharing were dis- cussed. Analysis was made on the constitution of sha- ring cost and its constraints, including the cost con- straints from the individual participants and those from the systematic level. A bidirectional optimization model for STIRs sharing and the regulating measures for sha- ring constraints were put forward. It is advocated that a moderate sharing objective can ning active sharing and limited be achieved by combi- sharing, so as to maxi- mize the utilization efficiency of STIRs.
