摘要
由于相关法规过严、工作负担重、缺乏足够支持及流失率高,导致美国特殊教育教师数量短缺、教师素质偏低、队伍结构失衡和区域差异显著。对此,各州、学区及学校采用了多样化的补充策略,包括:建立特殊教育教师综合数据库;减少特殊教育教师需求量;整合特殊教育教师培养方式;提高特殊教育教师福利待遇;为特殊教育教师提供专业发展支持;采用合适的招聘策略等。美国特殊教育教师补充问题对我国教师补充具有一定启示。
In the US, stringent laws and regulations, heavy workload, insufficient support and a high rate of loss lead to a shortage of special education teachers, their low quality, structural imbalance and significant regional difference. Therefore, the states, districts and schools have adopted diversified strategies to supplement special education teachers: establishing a comprehensive database of special education teachers, reducing the de- mand for special education teachers, integrating the modes of special education teacher training, improving the welfare of special education teachers, supporting their professional development, and adopting appropriate strategies of recruitment. These strategies gain enlightenment on special education teacher supplements in China.
