摘要
技术创新是唯一能超越边际效益递减规律,推动经济增长和社会进步的源动力。为了进一步找出安徽省骨干企业科技创新人才队伍建设与华东地区较发达省市之间的差距,应用安徽省骨干企业2004-2010年的统计数据,通过实地调查和文献调研,构建了评价骨干企业的综合评价体系;运用主成分分析法,对企业科技创新人员组成、社会科技创新投入、企业科技创新投入、科技创新产出4个二级指标和25个三级指标进行静态和动态分析;并对华东地区所有省份骨干企业科技创新人才队伍建设水平进行评价,分析安徽省骨干企业科技创新人才队伍建设现状和存在的问题,给出提升科技创新人才队伍建设的对策建议。
Technical innovation is the only way to transcend the law of diminishing marginal benefits of economic growth and social progress This article uses statistical data of the backbone enterprises about Anhui province in 2004 2010 to fur ther identify the gaps between Anhui Province and the more developed provinces in East China in enterprises technical in novation group constructing. Four second class indexes and twenty-five third class indexes will be analyzed in static and dynamic style in this article about the enterprise technological innovation personnel composition and the social science and technology innovation investment and the enterprise technological innovation investment and the technology innovation outcome etc. , by constructing synthesis evaluated system to evaluate the backbone enterprises and using Principal Compo nent Analysis. And the constructive level of backbone enterprises' technical innovation talent group in all provinces in east ern China will be evaluated to see clearly the constructive level and status of backbone enterprises' technical innovation talent group in Anhui Province for finding out the countermeasure and suggestions about improving the construction of technical innovation talent group.
