摘要
2011年9月渭河下游发生了30 a来的最大洪水,其特点是洪量较大、含沙量小、洪峰传播历时长、临潼—渭南河段水位较高、洪峰持续时间较长、洪灾较小等。分析了洪灾较小的主要原因:2003年洪水后渭河下游河槽过洪能力加大,潼关高程降低,河口出流较原来更加顺畅,近年来渭河下游河道堤防及河道工程得到加固等。建议:加快渭河综合治理,进一步提高渭河下游堤防工程防洪能力,清淤疏浚以提高渭河下游河道过洪能力;采取各种综合措施降低潼关高程,进一步畅通流路;对南山支流进行归并治理,在减轻洪涝灾害的同时变害为利;加强防洪抢险非工程措施建设。
In September 2011, the maximum flood in the past 30 years happened in the Weihe River basin. It was characterized by large flood a- mount, low sediment concentration long travel time of flood peak, high water level between Lintong and Weinan, long duration of the peak and small disaster degree. In this paper, the reasons for the small disaster degree were analyzed and presented as follows: 1 ) the food carrying capacity in the downstream channel of Weihe River increased after the flood happened in 2003 ; 2 ) the reduced elevation in Tongguan was conductive to smoother outflow; 3 ) the levees and channels in the downstream of Weihe River had been reinforced in recent years, etc.. Based on the above a- nalysis, the measures for river regulation were proposed, including promoting the comprehensive control of Weihe River, further reducing the eleva- tion of Tong guan, merging the control of Nanshan tributary as well as strengthening the non-engineering measures, turning the harm into benefit ac- companying with reducing loss caused by floods.
