摘要
随着我国区县级地方政府融资平台企业数量和融资规模急剧膨胀,其债务风险随之凸显.鉴于平台企业债务风险同时受外部政策环境和内部经营管理的双重影响,文章基于风险成因视角构建债务风险评价体系,并运用层次分析法和模糊综合评价法建立综合评价模型,进而实证分析平台企业债务风险高低.根据分析结果提出注重平台企业背后的政府行政干预行为,在制度层面改善平台企业发展的外部政策环境等相关治理建议.
At present, the number of the financing platforms for district and county governments has increased rapidly, and the scale of the financing debt surged, following the rise of the debt risks. Taking the influence both of the external policy environment and internal management into account, this paper builds the debt risks evalua- tion system from the perspective of risk - based causes. Moreover, the paper forms the comprehensive assessment model using both the fuzzy analysis method and analytic hierarchy process, and therefore analyzes debt risks of the platform enterprises empirically. Based on the objective evaluation results of empirical analysis, the paper propo-ses to focus on the government interventions that hide behind the platform enterprises, and puts forward ideas on an institutional level, such as improving the external policy environment for development of platform enterprises.
