摘要
政府购买公共服务绩效评估的指标设计是整个绩效评估过程中最为核心的内容和难点。运用文献分析法、深度访谈法等定性研究方法,分析政府购买公共服务绩效要素结构,据此假设政府购买公共服务绩效由政府成本、效率、社会公正度和公众满意度四个指标构成,并构建政府购买公共服务绩效结构概念模型。在对深圳市与南京市问卷调查的基础上,运用验证性因素分析方法首次考察了政府成本、效率、社会公正度和公众满意度四个指标变量对政府购买公共服务绩效的影响强度。结果表明,公众满意度对政府购买绩效影响最强,效率、社会公正度和政府成本对政府购买绩效的影响依次减弱。因此,要提高政府购买公共服务绩效,必须以提高公共服务的公众满意度和服务效率为首要目标,并努力提升公共服务的社会公正度,降低服务成本。
Index design of performance assessment on government purchase of service contracting is the core and difficulty of the entire performance assessment. Using Qualitative research methods, such as literature analytic method, and in-depth interview method to propose the assumption it is composed of four indicators : government cost, efficiency, social justice and public satis- faction, and then constructs structural model of performance assessment on government purchase of service contracting. Based on questionnaire survey of Shenzhen and Nanjing, the paper analyses the contribution degree of four indictors. The result reveals that public satisfaction affects most; efficiency, social justice and government costs affect less in turn. Therefore, to improve the perfonnance of government purchase of service, we should focus on improving public satisfaction and efficiency of public services, as well as make efforts to enhance social justice and reduce service costs.
