摘要
钱塘江河口为游荡性强涌潮河口,历史上曾用“以宽治猛”,致使主流频繁摆动、河床冲淤变幅极大,相应潮汐变幅也很大,许多河口资源不能利用。建国后,一方面对古老的明清海塘进行加固维修,提高防洪标准;另一方面进行了治江缩窄工程,固定了90km长的摆动河道,改善了两岸平原的排涝、通航、水资源利用条件,同时保护了涌潮景观和明清古海塘风貌,至2010年获得了12.6万hm2(189万亩)土地。据经济效益评估,海塘维修工程的效益费用比为11.3—4.3,土地的效益费用比为11.4~15.4,表明钱塘江河口治理取得了巨大的社会经济效益。
Qiantang estuary is a shifting estuary with macrotidal bore. In ancient times, the practice of "building wide embankments to control the strong tidal bore" resulted in frequent shifting of the main channel, extensive variation of erosion/ siltation, and frequent change of tides. A lot of resources in the estuary cannot be utilized. Since the founding of the P. R. C, the flood prevention standard has substantially increased with reconstructed seawalls on the one hand, and on the other hand the fiver training project of narrowing the fiver width has controlled the shifting of a 90 - kilometer - long channel, improved conditions of drainage for plains along the banks, navigation, and water resource utilization protected the landscape of the tidal bore and the ancient seawalls dating back to Ming and Qing Dynasties, and created 126 1300 hm2 land. According to economic evaluation, reconstruction of seawalls has a benefits - costs ratio of 11.3 - 4.3, and that of land is 11.4 - 15.4. The result suggests that the fiver training in the Qiantang Estuary has achieved enormous economic and social benefits.
