摘要
欠发达地区创新型人才流动管理方面存在政策滞后、调控和引导不力、管理服务效能低等问题,这些问题进一步加剧了欠发达地区创新型人才稀缺、分布不均、结构不当的矛盾。必须从创新人才工作机制,加快制度建设切入,以加大投入,完善薪酬体系,畅通创新型人才引进渠道,加强调控和引导为关键,以引入计算机网络技术,完善创新型人才评价办法,健全人才市场体系为着力点,构建创新型人才流动管理新体系,才能培养、引进大批创新型人才促进欠发达地区经济社会跨越发展、持续发展。
There are several problems in the management of innovative talents such as the lag of policy, poor reg- ulation and guidance and inefficient supervisory services. These problems intensify the contradiction of the scarcity, uneven distribution and improper structure of innovative talents in undeveloped area. It has to commence with the working mechanism of innovative talents and speeding up the system construction. It has, to innovate the miens, man- agement and speed up system construction in order to increase investment and improve salary fulfills system. It has to open the channels of the talent introduction and strengthen regulation and guidance in order to introduce compu- ting network techniques and complete the evaluation system of innovative talents. It has to perfect talent market sys- tem and establish new management system of innovative talents inorder m cultivate and introduce largequamity of innovative talents to promote the great--leap--forward development and sustainable development in undeveloped ar- eas.
